In tonight’s top story: With the cost of living a key concern for many people, Canada's inflation rate rose up to two per cent in October, after four straight months of decline. While it's not a direct response to the U.S. giving Ukraine permission to use American-supplied ATACMS (Army Tactical Missile System) missiles, Russian President Vladimir Putin has signed a decree which lowers the threshold for his country's use of nuclear weapons. And, the so-called Islamic State (ISIS) has not only left a trail of anguish and despair in the Middle East, but in Canada too.
